Federal Updates from the MRF:
The first draft of the Highway Bill dropped just as motorcyclists nationwide were converging on the Capitol for the
annual Bikers Inside the Beltway grassroots lobby event. This year’s event became a targeted strike to ensure that
motorcycle rights provisions stayed in the bill and were strengthened where possible. The Transportation Committee
has included language keeping the Motorcyclist Advisory Council (MAC) around through October of 2031. They
also expanded existing language prohibiting motorcyclist specific checkpoints. The Commerce Committee also
plays a minor role in creating the final Highway Bill and while Transportation was passing their language,
Commerce approved provisions addressing the issues of Right to Repair and Autonomous Vehicles, to be added into
the final bill.
It should be noted that all this progress was made in the House of Representatives. The Senate will need to take up
the bill next and last time, what came out of the Senate bore little resemblance to the bill the House had provided.
Still there is much optimism that these provisions, being in the body of the bill and not amendments, are likely to
make it to the President’s desk by the bill deadline in September.
Earlier in May, the House passed HR-1346 (The Nationwide Consumer and Fuel Retailer Choice Act) which would
allow for all-year E15 fuel in all states. E15 has been sold all year in Wisconsin in recent years, but each year has
required an approval. If fully passed, this bill would make that the standard, with no approvals needed.
