Happy New Year everyone! Even though we are just starting the new year, things are already starting to move
toward developing the new Federal Highway Bill, expected in mid-2026. The MRF is monitoring the progress. Here
is what is happening so far:
1) House Transportation Committee asked the MRF to submit five (5) priorities for consideration in the Highway
Bill. The MRF submitted the following:
1. Profiling – Updating prohibitions on motorcycle only checkpoints and ensure motorcyclists are not being
profiled because they are motorcyclists.
2. Definition of a Motorcycle – The Van Orden bill, HR 3385, to update what is required to be a motorcycle.
3. Autonomous Vehicles – Ensuring motorcycles are mentioned specifically in legislation regarding
automated driving systems.
4. Motorcyclist Advisory Council (MAC) – Get a new MAC configured and get meetings started.
5. Expand NHTSA Lobbying Ban – Expand the ban to include the entire Department of Transportation
2) House Energy and Commerce Committee: This powerful committee has held discussions and subcommittee
meetings on the topics of Autonomous Vehicles, Definition of a Motorcycle, and Right to Repair, already in the first
half of January, in preparation for the upcoming Federal Highway Bill.
